In a Noble container I can confirm that installing libsdl1.2-dev:i386
tries to remove 'ubuntu-minimal'.
$ dpkg --add-architecture i386
$ apt update
[...]
$ apt install libsdl1.2-dev:i386
[...]
The following packages will be REMOVED:
cloud-init netplan.io python3-netplan ubuntu-minimal
Can you please provide some additional context of why you're trying to
install libsdl1.2-dev:i386? i386 is not a generally supported full
distribution of Ubuntu.
In bug 1165014 wigs reported that:
"In any case, apt is not at fault here as the dependency chain of this package
is not fully converted to multi-arch."
So this might be a similar issue here: Any of the dependencies might not
be mulit-arch clean.
