Looking further into this, it seems like the Grub EFI image in Ubuntu
comes without LUKS2 modules baked in.

However this is a problem, because:

- The calamares installer encrypts partition with LUKS2
- The calamares installer strongly suggests encrypting /boot when encrypting /

I can think of two solutions here:

- Ship ubuntu with a Grub EFI image that has LUKS2 support, or
- Make calamares encrypt partitions with LUKS1

I think the former would make more sense.
