Additional Note:
In the logs, the SSID "west2east" refers to my mobile hotspot. This connection 
is generally stable and does not exhibit the looping disconnect behavior.

The SSID "c31_x1" refers to my TP-Link Deco mesh. This is where the
repeated locally_generated disconnects occur, which aligns with the
issue under investigation.

This distinction confirms the issue is not with the Intel AX211 hardware
or drivers in general, but specifically with NetworkManager’s roaming
decisions in a mesh (Deco) environment.
