Public bug reported:

After a recent 'apt update' I noticed that all snaps on my system
(Ubuntu 24.04) failed to run, all with the same error as shown via
hello-world below:

$ snap --version
snap    2.71+ubuntu24.04
snapd   2.71+ubuntu24.04
series  16
ubuntu  24.04
kernel  6.8.0-85-generic
$ snap install hello-world
hello-world 6.4 from Canonical✓ installed
$ snap run hello-world
cannot set capabilities: Operation not permitted

I downgraded snapd and was able to successfully run all my snaps once
more:

$ wget
http://launchpadlibrarian.net/741432764/snapd_2.63+24.04ubuntu0.1_amd64.deb
$ sudo dpkg -i snapd_2.63+24.04ubuntu0.1_amd64.deb
$ sudo systemctl restart snapd
$ snap run hello-world
Hello World!

In case it makes a difference, the snaps I tried were 'bw',
'thunderbird', 'firefox' and 'hello-world'. (It might be the case that
others would have been OK)

** Affects: snapd (Ubuntu)
