We run Ubuntu 24.04 server as an NFS server to export ~850 home
directories. Each home directory is a ZFS dataset with a refquota set.
The home directories are exported to ~35 clients (usually Ubuntu 24.04)
using NFS version 4.2.

The problem occurs when a home directory reaches its refquota and the
client still tries to write to that dataset. This causes severe delays
for all NFS clients accessing any dataset on the server. Turning
compression on or off does not seem to affect the problem.

The problem can be mitigated temporarily by increasing the refquota of
the full dataset that is being written to. However, this approach
renders quotas virtually useless.
