Another clue, this denial goes away when
ProtectSystem=strict
Is commented out in /usr/lib/systemd/user/ubuntu-insights-
collect.service
When present,
systemctl --user start ubuntu-insights-collect
Reliably triggers the warning. It seems this might be caused by the
systemd bits, although ubuntu-insights is not the only service using
ProtectSystem=strict, so not the full story yet.
