The whole point of the main/universe archive split is to differentiate packages that the Ubuntu security team commits to keeping updated with security patches, and packages that get no security support, except for community volunteers, and possibly commercial support from ESM.
As asterisk is in universe, there is no commitment to keep it secure, much like the rest of the roughly 35 000 packages in universe.
