Public bug reported:

On Linux Mint 22.2 Zara (based on Ubuntu 24.04 Noble) with Cinnamon desktop, I 
experience periodic micro-stutters every 2-3 seconds. This makes the UI feel 
choppy: jerky scrolling, uneven loading icons in Nemo/browser, slight typing 
delays, and minor stuttering in YouTube/VLC videos (worse during screen 
interactions or refreshes).
Hardware: Lenovo IdeaPad 3 14ARE05, AMD Ryzen 3 4300U with Radeon Vega 6 
(Renoir) iGPU, driver amdgpu.
The issue appeared on kernel series 6.14 (e.g., 6.14.0-37-generic) even after 
trying Kisak Mesa PPA upgrade. Downgrading to kernel 6.11.0-29-generic resolved 
it completely (smooth for hours of testing).
Steps tried without success on 6.14:

Removed all refreshing applets/desklets
Disabled all window/desktop effects
Restarted Cinnamon
Monitored with htop/iotop (no obvious spikes)
Upgraded Mesa via Kisak PPA

No issues on older kernel 6.11, suggesting a regression in amdgpu driver
or compositing (Muffin) in kernel 6.14 for Renoir iGPUs.
