Update:
I got Cinnamon working perfectly again with these tweaks. The 2-3 second 
micro-stutters are completely gone, even with Antigravity IDE open, 
YouTube/Spotify playing, or heavy multitasking. I did a few things:

1. Disabled the "Transparent Panels" extension (it was adding
unnecessary GPU load).

2. Enabled triple buffering for Clutter (Cinnamon's rendering backend):
echo "export CLUTTER_PAINT=triple-buffer" | sudo tee -a
/etc/environment.

3. Added the Oibaf graphics drivers PPA for the latest bleeding-edge
Mesa: sudo add-apt-repository ppa:oibaf/graphics-driverssudo apt update
&& sudo apt upgrade.

I don't know which one actually fixed it, but clearly one of them fixed
the problem I was having with Cinnamon. And now everything is back to
normal.
