gnome-shell PID 1224 from journal.fail.log is actually not the place to
be looking because that's the first gnome-shell instance so presumably
is just the login screen itself, which is meant to end in a blank grey
screen.

If login succeeds then you will find the string "Running GNOME Shell"
twice in the log but it only appears once. So I would like to see the
same failure log but without any debug information. Basic failures like
this won't need debug mode.

It's weird you say gnome-initial-setup is launched and apparently before
any user login. It looks like it's starting as root. This makes me think
there's something wrong with the OEM image. Can you reproduce any such
problems with official 24.04.x images?
