When the issue occurs, systemd.debug_shell (Ctrl+Alt+F9) is unavailable, so I ssh to the DUT use the root account to collect logs. Attached tarball of directory /var/log/journal. Every recorded boot was in battery mode, and the issue reproduces on every boot.
