One thing that people often overlook when jumping ahead of Debian with
versioned packages is to check deltas in the previous version of the
package.

Please do check if we still need to carry over those since not doing so
would introduce regressions (from a quick look, we still need them). Our
logical changes are only in 8.4.11-1ubuntu1, but it would be nice to
check if the CVEs fixed in our current 8.4 version are also fixed in
this one.

  * Merge with Debian unstable (LP: #2110455). Remaining changes:
    - d/rules: enable DTrace (LP #2088977)
    - d/rules: set PHP_BUILD_PROVIDER to Ubuntu in Ubuntu builds
