I think that would work. Please post a list/tree of these rdeps and
where the cut for ppc64el would be made.

rocr-runtime binaries:
Package: libhsa-runtime64-1
Package: libhsa-runtime-dev
Package: libhsakmt1
Package: libhsakmt-dev

Use reverse-depends to check. For example, for bin:libhsa-runtime64-1 which
comes from src:rocr-runtime:

$ reverse-depends -a ppc64el libhsa-runtime64-1
Reverse-Depends
===============
* libamdhip64-5
* libamdhip64-6
* libhsa-runtime-dev
* librccl1-tests
* libucx0
* rocm-opencl-icd
* rocminfo

And there are also build-dependencies:

$ reverse-depends -b libhsa-runtime-dev
Reverse-Build-Depends
=====================
* hipcub
* hipsparse
* rccl
* rocblas
* rocdbgapi
* rocfft
* rocm-hipamd
* rocm-llvm
* rocminfo
* rocprim
* rocrand
* rocsolver
* rocsparse
* rocthrust
* roctracer
* ucx

And so on.
