Nope, /tmp is fine. I suspect this is just all the packages being
installed inside the image that are very close to filling it up, and
sometimes do fill it up and we get the error. We should have a resize
step somewhere, or as a workaround, perhaps an apt-get clean would give
is more time to fix it properly.
