It appears that my Intel Celeron N3450 CPU is of variety Apollo Lake and hence uses firmware file /lib/firmware/intel/avs/apl/dsp_basefw.bin. The penultimate version of this file in the linux-firmware repository is version 9.22.01.4908, which is suspiciously close to the version number of the problematic Ubuntu file, 9.22.3.4908.
Perhaps someone applied a couple of fixes, incrementing the hotfix part of the version number, and assumed the driver would be happy.
