GNOME seems to have support for headless remote logins now. I've tested
it in 26.04 but am not sure when the feature was introduced. In Settings
it's called 'Remote Login', separate from 'Desktop Sharing'.
If you want something that always works regardless of physical displays
then you should configure 'Remote Login'. 'Desktop Sharing' however
still relates to the physical monitor, so of course that's likely to
stop working when the physical monitor is unplugged.
I think the compromise and missing feature here is that the compositor
(Mutter) should not destroy its virtual monitor when the last physical
monitor is disconnected. So rather than calling this "Opinion" we can
make it an enhancement for Mutter.
