recent dpkg version (in -proposed) and dh-python (in resolute-devel) had some fixes around parrelel builds for python extensions.
that allows to exhibit a bug from setuptools that has been reported upstream, there is currently a MR on-going: https://github.com/pypa/distutils/pull/393 I think we can consider backporting the fix to setuptools instead of working around it in libvirt-python that can allow to fix other potential issues for other python extensions.
