My VM was updated from 6.8.0-90 to 6.8.0-100 and rebooted.

That means, it is using linux-image-virtual (6.8.0-100.100).

Since then, an external machine cannot be woken up from this VM with the
wakeonlan utility. This sends broadcasts over port 9 containing the MAC
of the machine to wake up. I started that machine by hand and it does
not get the WOL packets when I observe them via:

    tcpdump -i eth0 -nn -s 1500 -A 'port9' -v

The command shows no output when I call this on my Ubuntu VM:

    wakeonlan xx:xx:xx:xx:xx:xx (with the MAC of the target).

This worked fine before.

There is no ufw in play. I have no physical machine to check, it is on a
VM under Proxmox Virtual Environment. Rolling back to 6.8.0-90 and
rebooting fixes the problem immediately.
