Public bug reported:
LP: #2138890 caused Rust toolchains to be temporarily unbuildable. The
fix has gone through on all arches except riscv64, which can take ~10
days to build.
As a workaround, we must temporarily use a vendored LLVM in rustc
packages in order to get rustc-1.93 on all arches before the llvm-
toolchain-21 update finishes.
These changes can be reverted once the llvm-toolchain-21 is functional
on riscv64 again.
