Britney seems down, so we don't have a current excuses report to
analyze. But the NBS report is current (2026-02-19 11:02:22 GMT) and
says this:

Which agrees with reverse-depends:

Packages without architectures listed are reverse-dependencies in:
amd64, amd64v3, arm64, ppc64el

rccl 7.1.0-0ubuntu2 (in proposed) already links with libamdhip64-7
librocprim-tests 7.1.0-0ubuntu3 (in proposed) already links with libamdhip64-7

So we need rccl and rocprim to migrate I guess. Or preemptively remove
them.
