It turns on the experimental functionality in KWin, but that functionality is still experimental and incomplete. Once it's complete, apps still have to opt in as well for it to have any effect, and they haven't. You'll know when this issue is resolved or at least ready for testing because there will be announcements of it, both here and elsewhere. Until then, sit tight.
