Re-write of steps 5 and 6 for better clarity:

5. Observe that the "Alt-F4 Desktop" KWin Script functions correctly
(closing Windows with alt-f4 and Offering Logout Menu when clicking
desktop, then alt-f4).

6. Now have both the "Close Window" Keyboard Shortcut and the "Alt-F4
Desktop" Kwin Script ticked simultaneously. Then go back and untick the
keyboard shortcut (or untick them both) - Then observe that the KWin
Script will remain forever broken / non-functioning, no matter which of
the two are ticked individually (the Keyboard Shortcut or the KWin
Script).

Further diagnosis:

Once the conflict occurs, restarting plasma-kglobalaccel or replacing
kwin_wayland does not restore functionality. The script remains 'Dead on
Arrival' until (possibly a config wipe).

This suggests that Plasma is writing a "conflict flag" or an invalid
entry into a configuration file (likely kglobalshortcutsrc) that
persists even when the services are restarted.
