I encountered this error while upgrading the system using sudo do- release-upgrade. The upgrade process showed this issue and offered an option to submit the error report here.
Unfortunately, I can no longer confirm whether the mentioned directory was empty or provide additional details from that installation. This was an important server for me, and I could not afford extended downtime. Because of that, I chose the fastest recovery option: I reinstalled the system from scratch and restored the containers and data from backups. Most of my services are running in Docker, so restoring the mounted data and starting everything again with docker compose was the fastest and safest option in my case.
