Public bug reported:
On Ubuntu 26.04 (Resolute), PackageKit cannot refresh the package cache.
The system has a working Internet connection and apt works normally.
Observed behavior:
- apt update succeeds without errors.
- apt upgrade works normally.
- pkgcli list-updates correctly lists available updates.
- pkgcli backend reports the APT backend.
- Cockpit Software Updates displays "Cannot refresh cache whilst offline".
- Running "pkgcli refresh" always ends with:
Error: Cannot refresh cache whilst offline
The issue persists after:
- restarting packagekit
- removing third-party repositories (tested by disabling the Adoptium
repository)
- verifying network connectivity
- verifying DNS resolution
Expected behavior:
pkgcli refresh should successfully refresh the package metadata instead
of reporting the system as offline.
Actual behavior:
The refresh operation always fails with "Cannot refresh cache whilst
offline" even though package management works correctly.
