Additional configuration:

The primary interface (eno1) is managed by systemd-networkd through
Netplan.

NetworkManager is configured with the default Ubuntu Server
configuration:

[ifupdown]
managed=false

Therefore the primary interface appears as "unmanaged" in nmcli.

PackageKit reports "Cannot refresh cache whilst offline" although:

- apt update succeeds
- Internet connectivity works
- HTTPS connectivity works
- DNS resolution works
- pkgcli list-updates works correctly

This appears to be an interaction between PackageKit and NetworkManager
when the primary network interface is intentionally unmanaged.
