Actually let me re-phrase: at the moment dracut cannot successfully run
on the smaller mem Pis, so regardless of whether or not it reports
success / failure, users will never be able to bump their kernel version
because they can't produce the initramfs for it.

So, one part of this has to be to reduce the dracut default zstd setting
on the Pi (hence the ubuntu-raspi-settings component). The second part
is that it would be rather nice if we could notice when the initramfs
has failed to generate correctly, but that's a moot point if we can
never produce one regardless.
