Actually let me re-phrase: at the moment dracut cannot successfully run on the smaller mem Pis, so regardless of whether or not it reports success / failure, users will never be able to bump their kernel version because they can't produce the initramfs for it.
So, one part of this has to be to reduce the dracut default zstd setting on the Pi (hence the ubuntu-raspi-settings component).
