Verified that cloud-init=26.1-0ubuntu3~26.04.1 functions correctly on an
Oracle Cloud instance using iSCSI root device.
After applying the -proposed cloud-init and forcing a reset (to get
critical: true applied), reboot occurs without shutdown hang, and system
is back up in less than 5 minutes.
I've attached my terminal log of executing the test plan.
