The attached verification logs look correct to me and additionally established correct behavior without dracut* debs as well. Thank you @hammerstefan. I also can confirm with this changeset that we see the same expected success rate in cloud-init full integration test suite for Oracle on Noble, before and after this changeset. There are a couple of expected Noble-Oracle failures currently in cloud-init integration test suite for Oracle on Noble, but those warrant integration-test fixes, not functional cloud-init changes.
