I can reproduce from telegram-desktop (snap) towards firefox (snap). But this seems to "work as intended" because on drag&drop telegram is not offering the location of a file but only a raw stream of data (the encoded image), which I can imagine many programs don't know how to handle. Indeed, if you drag&drop it into an image editing program like GIMP then it does work, because GIMP will accept an image as raw data.
I **cannot** reproduce when drag&drop'ing from https://web.whatsapp.com/ from Firefox, which does seem to offer the image as both a raw data stream as well as a (temporary) file. The standalone WhatsApp app is likely a chromium wrapper which might not do the same.
