Per https://discourse.ubuntu.com/t/ubuntu-26-04-lts-install/86051/5,
users are being notified of the availability to upgrade to 26.04 on
24.04 if the following conditions are met:
- /etc/update-manager/release-upgrades Prompt=normal
- All interim releases between 24.04 and 26.04 are EOL.
However, the supported upgrade path to 24.04 from 26.04 requires 26.04.1
to be released first, due August 27, 2026. Today is August 10, 2026.
Therefore, the Prompt=normal overrides this and should not.
