Hi, I finally got a few minutes to start review this, a few comments to
make this even smoother in the future
1. Thank you for outlining the differences in the bug description here.
But when I look at this for example:

* `d/control`: dev-package `Depends` changed from `cuda-cccl-13-2` to
`cccl-13-3`.
* Maintainer scripts: Bumped `update-alternatives` priority/version from `132`
to `133`.
* **SOURCE:** New headers `cuda_tf32.h` and `cuda_tile.h`; updated pkgconfig
(no-op). Core
runtime `.so` bumped (`libcudart.so.13.2.75` → `libcudart.so.13.3.29`).

Could I have the same in the changelog maybe.
That still is:

Ideally you could change your tooling to make this contain all the
history of former versions it is based on - plus mentioning the changes
like in this case it would be:

* Initial release of 13.3 (LP: #2155655)

That would help a lot to understand changes and history when looking at
just a package in any given version. If you would not mind, adapting
your packaging tooling at (https://github.com/canonical/ubuntu-cuda-
maintainer-scripts) to keep the changelog like that would be awesome.
