This brings in a fix for a systemd-related bug I filed with upstream a
while ago:
frr (10.7.0-2) sid; urgency=medium
* Updating python3-sphinx build-depends to fix FTBFS on trixie.
* Cherry-picking patch from upstream to fix restarting frr workers with
newer systemd.
