While you are testing, I actually checked the upstream commits and found
the exact cause.
It is an ABBA deadlock in amdgpu display core during shutdown/suspend
when external displays are connected. In amdgpu_dm.c,
amdgpu_dm_ism_disable() holds dc_lock while waiting for a delayed worker
that is also trying to acquire dc_lock, locking up the kernel
completely.
The upstream fix is commit 3714fe242592e3699ac5e2c19d68b275a210be7d
("drm/amd/display: Fix ISM dc_lock deadlock during suspend").
Canonical kernel engineer Krystian Kaniewski already picked up this fix
in master bug #2163121 and applied it to the Ubuntu kernel tree (status
is Fix Committed). It should roll out in the next SRU update (kernel
7.0.0-32).
Once you verify, we can just link this report as a duplicate of
#2163121.
