Thanks Bryan, that is a huge data point! Having an Intel CPU with an AMD Ellesmere card hit the exact same hang completely isolates the issue away from CPU power states and points directly to the amdgpu D3cold/ASPM changes between 7.0.0-27 and 7.0.0-28.
