Replying Viktor Pashaiev (steelf)
I tried like more than five times by plugging out all the HDMI cable
right before issuing poweroff command and the Desktop power off NORMALLY
as desired 👍
I even tried without modifying /etc/default/grub
All normal as desired when the HDMI plugged off before shutdown
Seems that this is a duplicate of bug#2163121
