I can now reproduce the same failure on a second independent Ubuntu 24.04 VM.
Host: newhost, KVM VM systemd: 255.4-1ubuntu8.17 Timeline: Sep 03 06:21:40 apt-daily-upgrade.service started Sep 03 06:22:11 systemd daemon-reexec requested from apt-daily-upgrade.service Sep 03 06:22:12 reexecuted systemd 255.4-1ubuntu8.17 started Sep 03 06:23:42 Failed to fork off sandboxing environment for executing generators: Protocol error Sep 03 06:23:42 Freezing execution This is again almost exactly 90 seconds after daemon-reexec. Afterwards PID 1 remained present but became effectively unreachable: systemctl -> Connection timed out D-Bus -> Failed to activate service 'org.freedesktop.systemd1' journald -> Failed to send WATCHDOG=1 notification message /run/systemd/private remained present but PID 1 was no longer listening on it This second reproduction occurred on KVM, whereas the original report was on Hyper-V, so this does not appear to be hypervisor-specific.
