The way this was uploaded[1], the changes file only has the top-most
d/changelog entry, pointing at only this bug:

I see several other bugs mentioned there.
And some weird entries, like " Add ignorepattern for cccl (LP:
#2155655)". But that bug is for a package that is not even in the
archive yet. I guess that bug should grow a task for ubuntu-cuda-
packaging-tools then, and that's what is missing (there is another one
further down).
Bottom line is that I would have expected the changes file to include
all versions after what is published in resolute, so anything after
1.0.1ubuntu. That is acomplished by passing -v1.0.1ubuntu to dpkg-
buildpackage at source package build time.
That would include all those bugs in this SRU, and they would all need
the SRU template, and verification. Perhaps that's not wanted, but we
need reasoning. After all, what our users would be getting in this
update is all of the changes above, and not just "Retarget to resolute".
A second thing, this update is including a binary NEW package, that
doesn't exist in resolute: ubuntu-cuda-packaging-tools. That's not
mentioned anywhere here in the bug, nor in d/changelog (or I missed it).
Also, bug https://bugs.launchpad.net/ubuntu/+source/cuda-
meta-13-1/+bug/2155233 does not have an ubuntu-cuda-packaging-tools
task, but it's listed in this d/changelog here.
At least I think this needs a re-upload with the correct changes file, and then
each mentioned bug can grow a task for ubuntu-cuda-packaging-tools, and have
the SRU template adjusted or filled out from the POV of
ubuntu-cuda-packaging-tools as well.
