Description:
On the development release (stonking / 26.10), attempting to install `bzip2` 
fails due to an unsatisfiable dependency on `libbz2-1.0 (= 1.0.8-6build2)`.

The system already has `libbz2-1.0:amd64` and `libbz2-1.0:i386`
installed at version `1.0.8-6ubuntu0.1` (inherited from prior
security/update channels). Since the archive currently only provides
`1.0.8-6build2`, apt refuses to install `bzip2`.

Furthermore, forcing a downgrade of `libbz2-1.0` to `1.0.8-6build2`
breaks multiarch dependencies and tries to remove all 32-bit libraries
(including Wine and around 30 related :i386 packages).

Expected behavior:
`bzip2` and `libbz2-1.0` should be rebuild/bumped (e.g. `1.0.8-6ubuntu1` or 
higher) in the development series archive so the version is greater than 
`1.0.8-6ubuntu0.1`, allowing clean upgrades and installations without purging 
multiarch packages.

Attempting to resolve it via downgrade:
$ sudo apt install --allow-downgrades libbz2-1.0=1.0.8-6build2 bzip2

Results in a massive multiarch breakdown (30 packages to remove, ~650 MB
freed), trying to purge Wine and 32-bit graphics/sound stacks:
