There seems to be the non-standard situation, that there is a higher
version in resolute (1.0.8-6ubuntu0.1) than in stonking(1.0.8-6build2).
But how did the version for resolute and in your stonking system? Is
this a system that was upgraded from resolute?

With respect to the failed downgrade attempt that removes wine:
You have to downgrade all packages from that source, you might try
sudo apt install --allow-downgrades libbz2-1.0=1.0.8-6build2 
libbz2-1.0:i386=1.0.8-6build2 bzip2
