I also have tried to install this package and found it currently
impossible on stonking, even when allowing downgrades:

joseph-hayden@ubuntu-desktop:~$ sudo apt install libbz2-dev --allow-downgrades 
Solving dependencies... Error!  
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

Unsatisfied dependencies:
 libbz2-dev : Depends: libbz2-1.0 (= 1.0.8-6build2) but 1.0.8-6ubuntu0.1 is to 
be installed
              Recommends: bzip2-doc but it is not going to be installed
Error: Unable to satisfy dependencies. Reached two conflicting assignments:
   1. libbz2-dev:amd64=1.0.8-6build2 is selected for install
   2. libbz2-dev:amd64=1.0.8-6build2 ->  | libbz2-dev:amd64
      but none of the choices are installable:
      - libbz2-dev:amd64 Depends libbz2-1.0 (= 1.0.8-6build2)
        but none of the choices are installable:
        - libbz2-1.0:amd64=1.0.8-6build2 is not selected for install

it should also be noted that this makes it impossible to install
libgtk-3-dev, making some development tools unusable (such as the
flutter snap)
