In my case, it looks like the cause of the problem lay with Snap. The
solution was to switch from using the Snap installation to a .deb
installation (of the same program version), using a .deb file downloaded
from the developers' website.

Having done that, Vivaldi now once again works! ^_^

(I haven't done this for Chromium as I don't really use it for anything
other than a fallback/testing browser--and I have Firefox for serious
fallback purposes.)

Title:
  After kernel update to Linux 6.19.0-3-generic  there is unique issues
  with browsers.  While am able to browse anything on Firefox but other
  browsers like Brave and Goggle chrome gives error
