Confirmed on a clean Ubuntu 24.04 test system:

- libvirt 10.0.0-2ubuntu8.19, Ceph client 19.2.3-0ubuntu0.24.04.3
  (noble-updates): RBD storage pool starts fine.
- Upgraded only the ceph packages to 19.2.6-0ubuntu0.24.04.1 from
  noble-proposed, restarted libvirtd, same pool definition:

  $ virsh pool-start libvirt-test
  error: Failed to start pool libvirt-test
  error: internal error: failed to set RADOS option: auth_supported

This reproducer uses only packages from the Ubuntu archive
(libvirt-daemon-system, libvirt-daemon-driver-storage-rbd, ceph-common),
no third-party software involved. So this is a regression for any
noble host using libvirt RBD storage pools, not just CloudStack.

Note that needrestart defers the libvirtd restart after the upgrade,
so on production hosts the breakage would only surface at the next
libvirtd or host restart.
