Confirming on a second RX 9070 XT model: Gigabyte (1002:7550, subsystem
1458:2424, VBIOS 113-R907XTGOL-F3), Linux Mint 22 / noble, kernel
7.0.0-42-generic, linux-firmware-amd-graphics 0ubuntu3.4. Same PSP rejection
(status 0x11) and endless DMCUB error loop; here Xorg still started but the
display and mouse cursor froze every ~200-300 ms.
Alternative workaround that does not require holding the package: place the
upstream dcn_4_0_1_dmcub.bin (uncompressed) in /lib/firmware/amdgpu/.
The kernel tries the plain .bin before the .zst symlink, so package updates
are not blocked and the packaged file is left untouched:

https://gitlab.com/kernel-firmware/linux-firmware/-/raw/main/amdgpu/dcn_4_0_1_dmcub.bin
sudo cp dcn_4_0_1_dmcub.bin /lib/firmware/amdgpu/
Result: "DMUB hardware initialized: version=0x0A005000", no more errors.
