I can confirm this bug in Final release of Hardy Heron. Emerald does
nothing after installed from synaptic. Issuing the following command:

emerald --replace &

followed by a command "exit" in the terminal window will enable emerald
functionality ONLY until reboot occurs. following the boot, have to re-
issue the replace command to get emerald window decorations working
again. It looks like its a persistence issue that does not survive
boots, its a session only life span. interestingly enough I had the same
problem in gutsy where I could not get emerald working until I
discovered this replace command, that solves the problem even after re-
boots.

So it looks like issuing "emerald --replace &" followed by "exit" (
NOT JUST KILL THE TERMINAL ) fixed emerald permanently in gutsy 7.10,
but only temporarily in hardy 8.04.
