If you don't use that mirror than what's the point of the whole thing? You're 
not even testing it anymore.
Let's not think that none of the developers have ever thought about this ever.
This is not a bug of Ubuntu so there's no point of reporting it here.
Maybe you could post this idea to brainstorm.ubuntu.com then it'll get more 
attention. But it's possible that this isn't even a bug anymore. We just can't 
know it for sure. Test a local mirror and report back if notice the bug.
