The mirrors should only update their list of new upgrades after the packages themselves have been downloaded. So no upgrade will fail due to unavailable packages. This is obvious. What makes you think that the developers can't figure this out on their own? Maybe this is the way it works since the beginning and there are other reasons why the packages cannot be downloaded.
But no developer has commented on your report yet. You should try to get more attention. Try to find the package that this bug is related to and you should change the bug summary too.
