Please try if it works to set the deb line as the first line in the
/etc/sources.list file. I did so and after that 'apt-build install' took
my local package.
The contents of my /etc/apt/preferences was:
Package: *
Pin: origin ""
Pin-Priority: 1001
Setting to incomplete to indicate further information was asked for (the
result of the above configuration change(s)).
** Changed in: apt-build (Ubuntu)
Status: New => Incomplete
