Confirmed. Editing /etc/apt/preferences to the above, and adding the deb line to the top of sources.list resulted in not only apt installing the package I was wanting to install at the time, but Synaptic now reports the other packages in /var/cache/apt-build/repository that had been built as having the Local/main origin. Up to then, the only packages that were seen in Local/main were packages I had downloaded and installed without using apt.
