This would negatively impact the purpose of said NEWS files, which is to
notify users of changes in the software since the previous version they had
installed.  There's absolutely no guarantee that the relevant news was
introduced within the last 10 most recent uploads - especially if the user
is doing an LTS->LTS upgrade.

I'd rather we suppress (or otherwise ignore) this warning instead.
