I would prefer the people-with-a-vote to be more than just the project
leaders as there are a number of people who are doing a lot of work on
the projects (and Rich has done a lot of work on the wiki etc.) who
aren't project leaders.

Unfortunately I can't think of a good way to identify those people
without being completely arbitrary. Maybe we should just stick to
project leaders (since this is a hopefully-will-never-matter issue
anyway)?

How we select "official" projects also has to be worked out.
